Even the small amount of school choice we have achieved in Oregon is being stymied and pushed back. Successful charter schools, like ours (Arthur Academies) despite long waiting lists are not allowed to expand. The ostensible reason given by the school districts is that they can’t afford to have more charter schools in times of tight budgets. Charter schools manage to provide a comparative or better education for about half of what is spent in district schools including buying our own facilities. School districts don’t seem to be able to understand that having sub-contractors who will do the job for less money saves them money.
Now the new Common Core standards and the tests to measure them will enforce further uniformity of curriculum on all schools including charter schools. We have a desperate need for alternative curriculum for high schools where a quarter to half of the customers are dropping out of a “free” service because it is so irrelevant and useless. The Governor thinks by imposing top down uniformity on all of the K-12 system, especially high schools, he can meet the needs of more students and reduce drop-outs.
