The Children’s Scholarship Fund aims to maximize educational opportunity for all children: for those in need by offering tuition assistance in grades K-8 for alternatives to faltering conventional schools and for all children by supporting and cultivating education reform and school choice efforts.
As far as we are aware, CSF-Portland is the only private scholarship program in Oregon granting awards at the elementary level that may be used at any legally operating private, parochial or home school. Scholarships are paid directly to the school, and parents may change their children’s schools whenever they wish.

Children’s Scholarship Fund in New York, multiplying the impact of all funds raised by CSF-Portland. CSF matches your donation 100% if applied to students accepted before 2009 and 33% if applied to students accepted in 2009 or after.
CSF-Portland is supported solely by private donations made to Cascade Policy Institute for the explicit purpose of providing CSF-Portland scholarships. To direct your gift to CSF-Portland, please make your donation payable to Cascade Policy Institute, with the memo “CSF-Portland.”
A gift for CSF-Portland is tax-deductible, just like any donation to Cascade Policy Institute.

We are at a crossroads in Oregon.
Currently, one third of all high school students do not earn a diploma in four years.
Students who drop out of high school are three times as likely to face unemployment and earn less than half the average salary of a college graduate. Young men who drop out are 47 times more likely to end up incarcerated than college graduates.
Everyone wants to improve Oregon’s dismal public high school graduation rate, and lots of ideas have been tried.
Fortunately, there is a solution.
There is one thing you can do to change a child’s life right now.

Attending a private grade school can be the difference between a child from a lower-income family eventually graduating from high school and going to college or becoming lost in the system, losing heart, dropping out, and being condemned to a life of poverty.
Statistically, children who finish 8
th grade in a private elementary school are twice as likely to graduate from high school and to attend and graduate from college.
This means your donation can make the difference between success and failure.
It is that simple.
Your gift is matched by the national CSF program and by the parents themselves (who on average pay at least half their own tuition costs). This means a donation of only $100 covers a low-income child’s tuition for one month. $245 supports one child for a quarter, $490 for a semester, and $980 for an entire school year.
We as Oregonians are striving to meet a great need—the need of lower-income parents to have a choice so that their children can have a chance.
