In 2011 the UK’s Environment Agency published a study of the different types of bags available to shoppers in UK grocery stores in 2006. The study concluded that high density polyethylene bags (HDPE) (i.e., what we think of as grocery plastic bags) were environmentally preferable to paper bags (and several other alternatives), especially if they were reused to line trashcans or for anything else. A paper bag must be reused 3 times to be as environmentally friendly as an HDPE bag that is not reused (and 4 times to equate to 40% reuse of HDPE bags). The study looked at issues such as global warming, energy to produce and distribute, and post-use decomposition.

I do understand that improperly disposed of bags can be a hazard to wildlife, especially ocean creatures. I suspect, however, that Portland’s switching to every other week trash pickup is exacerbating the improper disposal problem.
The plastic bag ban is simply a way to internalize externalities. Unfortunately, there isn’t always a market-based means to this goal, especially when the externalities cost the individual consumer little and the knowledge of their effects (which might drive behaviour in the desired direction voluntarily) is lost in the blizzard of information that encompasses our modern lives. In these kinds of situations, I see no issue with the community correcting this imbalance, even from a quasi-libertarian perspective.
