    Under Oregon laws as I understand them, school districts could always opt out of ESDs. ESDs were required to obtain board approval from each school district in its service area for about six resolutions, outlined the services the ESDs would provide. There was no need for legislators to pass another law allowing them to opt out. If local boards did not pass the resolutions, they were free to provide the services themselves.
    In about 1985, the McMinnville School District board did not approve any of the resolutions. The shock in the education establishment was palpable. A few simple questions as to the costs the ESD, WESD today, Yamhill County ESD as the time, which went unanswered resulted in not a single yes vote for what had been a routine process for years. The following meeting, the ESD superintendent was at the meeting, anxiously explaining what all the resolutions meant.
    Large school district boards often discussed not approving those “routine” resolutions, but always did eventually, after local school district officials talked them into it.
