The Oregon Problem

In both 2003 and 2009 the legislature authorized increases in the regional payroll and self-employment tax for TriMet (and Lane County Transit). TriMet will likely respond by stating that the purpose of the payroll tax rate increase was to pay for the “operating cost of new service”, not OPEB liabilities, which is true; but as the chart below illustrates, the increased service never materialized. In fact, service has been steadily dropping for the past three years:

The time to deal with fiscal reality is now. The legislature should step in to require that modest steps be taken based on a 25-year amortization schedule.
It is rare that legislators have a chance to enact laws that will demonstrably make a positive difference for future generations. This is one of those cases.

Thank you for your insights. I am an actuary, and I consult with a number of Oregon public employers who are alarmed by this Bill. One of the main concerns has to do with whether the Bill would require pre-funding of the “implicit subsidy”. It’s ambigous in this respect, in that the subsidy arises from the ORS 243.303 requirement that public entities allow pre-65 retirees to remain on the active health plan and pay no more than the COBRA rate. It would therefore seem to be excluded in accordance with item 2) of the Bill, but the implicit subsidy is then explicitly included in item 3b) of the Bill. Can you clarify the intent?

We in Eugene have been fighting Lane Transit District over a BRT expansion that has no particular destination and a 100 million dolar capital cost for 4.5 mile corridor.. We have found that despite a 19% cut in basic service last year there was nearly no decrease in admin costs. The single brave Board member who voted to the expansion no did so based on unfunded pension costs of LTD. Union was funded to 51% and admin 68%. The plan is to pay $300,000 a year to the underfunding. The Health Reimbursement plan is underfunded to $300,000 by their figures. They would have had another 15% cut in service this year if they had not recieved a one time $8.5 million Fed gift for operating costs in 2010. They will over the next 5 years spend the operating cash from 9 million to 905,000 without adding a single mile or hour of service. The increase in the operating budget is projected by LTD to increase 29% and yet not address underfunding of Pension/ Health care.
Vancouver Washingtons Transit system will have a 40% service cut this year if sales tax is not increased. Yet they still pursue the fourth line of BRT despite heavy citizen oposition and approaching bankruptcy. The federal BRT funds have become a source of easy cash the Transit districts use to fund high Admin staff wages. Union are not the problem cozy Boards and Admin that will not report the truth is.
